In April, 2009, the Sen. Walter Rand Institute for Public Affairs (WRI), of Rutgers–Camden, was awarded a grant from the Nicholson Foundation to coordinate the development and operation of a reentry center in Camden that would serve ex-offenders being released from state prisons in New Jersey.  Our target population was those released within the past 3 to 6 months under the supervision of the NJ State Parole Board.  WRI endeavored to replicate Opportunity Reconnect in Newark which has been in operation for almost 8 years.  The Newark center is housed right in Essex County College.

The goal of Opportunity Reconnect (OR) was to improve the coordination of critical service delivery systems by establishing a one-stop reentry center that assisted those that were formerly incarcerated to successfully navigate the various systems and agencies to which services were available.
